Terraform, population, or leaving: which part is stuck?
Terraform does not grow just because you wait. Build or upgrade Terraforming structures and keep them alive through enemy waves. Rebuild settlements to raise population. Once the population goal is reached, the Teleport Relay near your home habitat powers on so you can choose when to leave.

Choose the progress track
Different tracks, different actions. Start with the objective that is actually unfinished.

Terraform is not increasing
Check what you are waiting for: Terraforming structures earn Terraform when built, upgraded, and kept alive during enemy waves. Standing still is not a source of Terraform. If you are between waves and can afford to expand, build or upgrade a Terraforming structure; if a wave is active, protect the ones you already have. Compare your Terraform progress after the relevant action or wave.
Terraform improved, but population did not
Terraform and population are different progress tracks. Explore for ruined settlements and rebuild them to awaken settlers. Defend the restored settlements. Check the population objective after the settlement is restored; another Terraforming structure is not a substitute for this step.
Population target met: look near home
Find the Teleport Relay near your home habitat. The developer says it powers on after the population goal is reached. You can keep building before you leave, or activate the powered relay when you are ready. Do not treat an unfinished population objective as a stuck enemy wave.
What success looks like
Terraform responds to structure actions or surviving waves; a restored settlement adds population; reaching the population goal powers the home Teleport Relay. Those are three different completion signals.
If you are still stuck
If the relay is still unpowered, check the population objective first. If a wave has stopped progressing because enemies are stranded, use the separate stuck-wave check. This guide diagnoses the progress tracks; it is not a complete first-region build order.
