An enemy wave is stuck: what to wait for
If an active wave has enemies stranded at a boundary and they are no longer acting, the developer describes an intentional five-minute timeout as a last-resort fallback. Stay in a safe playable area and watch whether the wave ends. This applies to that stuck-enemy situation; it is not a five-minute timer for population progress or an unpowered home relay.

Check the stuck-wave branch
Confirm that the wave is the unfinished part
Check whether a wave is still active and enemies remain stranded or inactive. If combat has ended but the population objective is unfinished, use the progression guide instead: settlements increase population, and the home Teleport Relay powers on at the population goal.
Wait safely and watch for the fallback
The player report describes enemies beyond the pink playable border that could not be hit. The developer confirms the five-minute timeout is intentional when enemies stop making actions. Remain within the playable area and observe the active wave; do not try to cross the boundary to reach them. The cited reply does not specify exactly when the internal timeout begins.
Check whether the active wave actually ends
After the fallback period, look for the game to leave the active-wave state so ordinary progress can continue. A population target remaining unfinished afterward is a separate objective. The timeout is a recovery mechanism, not a guarantee that every frozen or damaged save will complete.
If it remains stuck, report the exact state
The developer changed waypoint reassociation and enemy-update handling on October 27 after these reports, but that does not prove all pathfinding cases were fixed. If your game still has the problem, report your build number, region, whether a wave is active, where the stranded enemies and walls are, and roughly how long they have stopped acting. Include an image with your report if it helps identify the position.
What success looks like
The active wave ends and you can resume ordinary progress. If the wave has ended but you still cannot leave, check population and the home relay rather than waiting for another combat timeout.
If you are still stuck
If inactive enemies persist beyond the fallback period, send the concrete state to the developer through the linked Steam discussion. There is no verified reset key, boundary-crossing workaround or save-deletion fix in the cited replies.
